Privacy, Safety, and Responsible Information Handling

MET-EIS 保育園 is operated by 株式会社 Fledge Japan (Fledge Japan Co., Ltd.). Because childcare requires careful handling of information concerning children and their families, we use personal information only for appropriate childcare, safety, communication, administration, payment, legal-compliance, and related operational purposes.

SECTION 01

This Privacy Policy applies specifically to personal information handled in connection with MET-EIS 保育園, including inquiries, visits, one-time and recurring temporary childcare, regular monthly childcare, enrollment, attendance, scheduling, health and safety, meals and allergies, emergency response, family communication, billing, administrative procedures, and use of the MET-EIS website and online forms.

Enrollment agreements, childcare agreements, health forms, emergency forms, photograph/video consent forms, and other facility documents may provide additional details and apply together with this Privacy Policy.

SECTION 02

Legal Framework

MET-EIS handles personal information in accordance with Japan’s Act on the Protection of Personal Information (APPI / 個人情報の保護に関する法律), related guidelines issued by the Personal Information Protection Commission of Japan, and other applicable laws, regulations, and administrative requirements.

Where childcare, health, safety, inspection, subsidy, accounting, employment, tax, or other laws impose additional requirements, MET-EIS will handle information in accordance with those requirements.

SECTION 03

Personal Information We May Collect

Depending on the service or procedure, MET-EIS may collect:

  • Child information: name, date of birth, age, address, attendance schedule, arrival/pick-up details, enrollment and withdrawal information, language information where relevant, childcare observations, and information necessary for safe care.
  • Parent/guardian information: name, relationship to the child, address, telephone number, email address, workplace/contact information where provided, communication records, and billing information.
  • Emergency and authorized pick-up information: names, relationships, telephone numbers, and identity/authorization information where required for safe release of a child.
  • Health and safety information: allergies, dietary restrictions, illnesses, infectious-disease information, medications where accepted, medical conditions, disabilities or support needs, injuries, accidents, emergency treatment, health-check or vaccination information where required or voluntarily supplied, and other information necessary for safe childcare.
  • Administrative and payment information: contracts, reservations, attendance records, invoices, receipts, payment status, subsidy-related documents, municipal/prefectural documents, incident records, and other legally or operationally required records.
SECTION 04

Purposes of Use

MET-EIS may use personal information to:

  • respond to inquiries, arrange visits, and process enrollment or childcare reservations;
  • provide safe and appropriate childcare and manage attendance, schedules, arrival, pick-up, meals, naps, activities, and daily routines;
  • manage allergies, health needs, illnesses, injuries, accidents, incidents, and emergencies;
  • communicate with parents/guardians about attendance, wellbeing, activities, schedules, payments, closures, emergencies, or facility operations;
  • calculate fees, issue invoices/receipts, confirm payments, maintain accounting records, and resolve billing inquiries;
  • maintain records required for childcare administration, inspections, audits, insurance, subsidy procedures, and legal compliance;
  • improve childcare procedures, staff training, service quality, safety, and facility operations;
  • comply with lawful requests from competent authorities.
SECTION 05

Children, Parents, and Guardians

Information concerning children is handled with particular care. Parents or legal guardians generally provide personal information and required consent on behalf of young children where consent is required.

Enrollment does not authorize MET-EIS to use a child’s information for unrelated purposes. Access is limited to personnel and service providers who reasonably require the information for childcare, safety, administration, payment, or legal compliance.

If a parent or guardian provides information about an emergency contact, authorized pick-up person, or another individual, the person providing the information should have an appropriate basis to provide it and should inform that person where appropriate.

SECTION 06

Health and Other Special Care-Required Personal Information

Health, medical, allergy, developmental, disability, and similar information may require heightened protection. MET-EIS collects and uses such information only to the extent reasonably necessary to protect the child’s health and safety, provide appropriate childcare, prevent allergic reactions or other health risks, respond to illness or emergencies, or meet legal and administrative requirements.

MET-EIS does not use health or medical information for unrelated advertising or promotional purposes.

SECTION 07

Photographs, Videos, Audio, and Name Display

MET-EIS may take photographs, videos, audio, or retain examples of a child’s work for legitimate internal childcare purposes, such as documenting activities, maintaining records, or communicating privately with the child’s family where appropriate.

Enrollment does not automatically authorize public or promotional use. Where consent is required, MET-EIS will obtain separate parent/guardian consent before using a child’s photograph, video, voice, name, artwork, performance, or other identifiable content on websites, social media, advertisements, brochures, posters, promotional videos, or similar public materials.

Parents or guardians may decline promotional consent without affecting ordinary childcare service. Where consent has already been given, families may contact MET-EIS regarding future use or withdrawal of consent, subject to legal and practical limitations for materials already lawfully produced or distributed.

SECTION 08

Website, Cookies, and Technical Information

When the MET-EIS website is used, technical information such as IP address, browser type, device information, pages visited, access date/time, referral information, cookies, and security logs may be collected automatically.

This information may be used to operate and secure the website, prevent misuse, troubleshoot technical problems, understand website usage, and improve performance and usability. Visitors may be able to restrict cookies through browser settings, although some functions may be affected.

SECTION 09

Sharing Personal Data with Third Parties

MET-EIS does not sell personal information. We will not provide personal data to unrelated third parties except where:

  • appropriate consent has been obtained;
  • disclosure is required or permitted by law;
  • disclosure is necessary to protect life, body, health, safety, or property and obtaining consent would be difficult;
  • disclosure is particularly necessary for public health or the sound development of children and obtaining consent would be difficult;
  • cooperation with a national or local government authority is necessary for duties prescribed by law;
  • another lawful exception applies.
SECTION 10

Service Providers and Outsourcing

MET-EIS may use trusted contractors or service providers for functions such as website hosting, email, cloud storage, information-technology support, accounting, payment processing, communications, meal services, professional advice, insurance-related administration, and other operational services.

When personal data is entrusted to a contractor, MET-EIS will select and supervise the provider as appropriate and take reasonable steps to ensure that information is handled securely and only for the authorized purpose.

SECTION 11

Handling Outside Japan and Foreign Third Parties

Some website, cloud, communication, payment, or technology providers may store or process information outside Japan.

Where cross-border handling or transfer to a foreign third party is subject to special requirements, MET-EIS will take the measures required by applicable Japanese law, including providing required information, obtaining consent where necessary, or using another legally recognized safeguard.

SECTION 12

Emergency, Medical, Child-Safety, and Legal Disclosures

Where reasonably necessary to protect the life, body, health, or safety of a child or another person, MET-EIS may provide relevant personal information to appropriate persons or organizations, including emergency medical services, hospitals, medical professionals, police, fire departments, government or childcare authorities, insurers, parents/guardians, or other persons reasonably necessary to respond to the situation.

MET-EIS may also provide information where required for legally required notifications, inspections, audits, childcare administration, subsidy or 無償化-related procedures, health or safety reporting, insurance, or other official procedures.

Only information reasonably necessary for the emergency, safety, administrative, or legal purpose will be disclosed.

SECTION 13

Relationship with MET Eikaiwa and Other Fledge Japan Services

MET-EIS 保育園 and MET Eikaiwa are separate services operated under 株式会社 Fledge Japan. Personal information collected for MET-EIS will not automatically be used for unrelated Eikaiwa services merely because both services are operated by the same company.

Where a family separately requests, enrolls in, or agrees to receive another Fledge Japan service, information may be handled for that service to the extent necessary and lawful. Where consent is required for a new or different purpose, MET-EIS/Fledge Japan will obtain it as appropriate.

Internal access between business units is limited according to legitimate operational need and applicable privacy requirements.

SECTION 14

Security Management Measures

MET-EIS takes necessary and appropriate organizational, personnel, physical, and technical measures to protect personal data against unauthorized access, loss, leakage, alteration, misuse, theft, or destruction.

Measures may include access restrictions, password/account controls, staff confidentiality requirements, staff guidance and supervision, secure storage of paper records, appropriate management of electronic records and devices, software/system updates, backup procedures, and supervision of contractors.

For security reasons, we do not publicly disclose technical details that could weaken these safeguards. Additional information concerning security-management measures may be provided upon an appropriate request where required by law.

SECTION 15

Retention and Secure Disposal

MET-EIS retains personal information only for as long as reasonably necessary for childcare, administration, contracts, accounting, health and safety, insurance, subsidy or official procedures, legal requirements, dispute resolution, or other legitimate purposes.

Retention periods may differ depending on the type of record and applicable legal or administrative requirements. When information is no longer reasonably required, MET-EIS will take appropriate steps to delete, destroy, anonymize, or otherwise securely dispose of it, subject to applicable retention obligations and technical backup cycles.

SECTION 16

My Number / Specific Personal Information

MET-EIS does not collect or use an individual’s My Number (個人番号) or other Specific Personal Information unless there is a lawful and necessary purpose for doing so.

If 株式会社 Fledge Japan is legally required to handle My Number information for a specific administrative, employment, tax, social-insurance, or other statutory procedure, it will be handled separately and only within the scope permitted by the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures and other applicable requirements.

Parents should not submit My Number information through ordinary MET-EIS inquiry, reservation, or enrollment forms unless specifically requested for a lawful procedure.

SECTION 17

Requests for Access, Correction, Deletion, or Suspension

Subject to applicable law, an individual or properly authorized parent, guardian, or representative may request matters concerning retained personal information, including notification of purpose of use, disclosure/access, correction, addition, deletion, suspension of use, erasure, suspension of third-party provision, or other rights available under applicable law.

MET-EIS may request reasonable identity and authority verification before processing a request. Certain requests may be restricted or refused where permitted by law, including where disclosure could adversely affect another person’s rights or safety, seriously interfere with proper facility operations, or violate another legal obligation.

SECTION 18

Data Incidents

If MET-EIS becomes aware of leakage, loss, unauthorized access, damage, or another personal-data incident, we will investigate the matter and take appropriate containment, remediation, and recurrence-prevention measures.

Where required by applicable law, MET-EIS will report the incident to the Personal Information Protection Commission of Japan and notify affected individuals.
